On May 5, at the invitation of Indian Prime Minister Narendra Modi, General Secretary and President To Lâm, together with a high-level Vietnamese delegation, departed Hanoi to begin a state visit to the Republic of India. The visit is scheduled to run from May 5 to May 7.
The delegation includes Politburo members Nguyen Duy Ngọc, Secretary of the Central Committee and Head of the Central Organizing Commission; Nguyen Thanh Nghị, Politburo member and Head of the Policy and Strategy Commission of the Central Committee; and General Phan Văn Giang, Deputy Prime Minister and Minister of National Defense. It also includes General Lương Tâm Quang, Minister of Public Security; Lê Hoài Trung, Minister of Foreign Affairs; and Trần Lưu Quang, Secretary of the Ho Chi Minh City Party Committee. The delegation further includes leaders from the National Assembly and various ministries.
Deputy Foreign Minister Nguyễn Mạnh Cường said the state visit is an important foreign affairs event with special significance. He noted that this is the first time General Secretary and President To Lâm visits India in the new term.
The visit takes place on the occasion of the 10th anniversary of the Vietnam–India Comprehensive Strategic Partnership (2016–2026). Deputy Foreign Minister Nguyễn Mạnh Cường said the trip demonstrates Vietnam’s regard for the Comprehensive Strategic Partnership and for the broader South Asia region.
He added that the state visit provides an opportunity for the two countries to consolidate and expand cooperation across all aspects, while reviewing the implementation of the 10-year framework. The aim is to create new momentum and shape the cooperation framework for bilateral ties at a higher level in the next phase.
Deputy Foreign Minister Nguyễn Mạnh Cường said the visit will highlight the orientations and objectives of Vietnam and India in sharing a common strategic vision and benefits. He said each country will remain a substantive priority in the other’s foreign policy, while the two sides exchange views on shared issues and enhance mutual support on regional and international forums.
Deputy Foreign Minister Nguyễn Mạnh Cường also described the visit as clear evidence of the foreign policy of Vietnam’s Party and State in the new era, as outlined by the 14th Party Congress. He said it reflects independence, self-reliance, resilience, peace, friendship, cooperation and development, multilateralization, and diversification of external relations, positioning Vietnam as a responsible member of the international community.
Through the May 5–7 visit, Vietnam reaffirmed that it is a friend, a trusted partner, and an active, responsible member of the international community, participating proactively and responsibly in addressing common regional and international issues.
