The NOXH No. 1 social housing project under the Van Trung Urban and Social Housing Area has been revised, including an extension of the implementation schedule and adjustments to the number of apartments, following a provincial decision signed in April.
In April, the Deputy Chairman of the provincial people’s committee, Pham Van Thinh, signed Decision No. 617/QD-UBND approving adjustments to the project’s investment policy and investor approval for the NOXH No. 1 project under the Van Trung urban and social housing area, Van Trung Commune, Viet Yen District, Bac Giang Province (now Nềnh Ward, Bac Ninh Province). The investor is HMS Urban Development and Investment Joint Stock Company (HMS).
The project location was adjusted to Nềnh Ward, Bac Ninh Province in line with updated administrative boundaries.
Plot OXH-01 (45,214 m²): Four social housing blocks (CT1–CT4) will be built, each with 18 floors plus one basement. The total built-up area is 13,546 m², with total floor area of 261,322 m². CT1 and CT3 have a floor area of 67,076 m² each, while CT2 and CT4 are about 63,585 m² each.
Plot OXH-04 (11,321 m²): Two mixed-use commercial-residential blocks will be constructed, each with 18 floors plus one basement. The total built-up area is 3,926 m², and total floor area is 80,722 m², with complete technical infrastructure similar to the first plot.
The population scale was reduced to 6,977 people (from 7,600). The product mix was adjusted to 3,228 social housing units (from 3,598). The number of commercial housing units increased to 748 (from 540), and the project includes 4,967 m² for commercial, service, and office space (up from the previously stated 540 units and associated commercial/service area).
The timeline was extended. Completion of investment preparation, site clearance, and land procedures is expected by December 2026. The project is targeted to be fully operational by October 2030, with OXH-01 completing construction by June 2029 and OXH-04 by October 2030.
The decision notes that if related projects—such as relocating a 110kV power line and the connecting road—are completed earlier, authorities will review and adjust the timeline accordingly.
The Department of Construction will continue state management, strengthen inspection, and require the investor to implement the project in accordance with regulations. It will monitor progress against approved milestones and address or report any issues to competent authorities.
The People’s Committee of Nềnh Ward is responsible for strict local management, ensuring no complex land or planning issues arise. It must resolve disputes and complaints promptly and coordinate with the investor and relevant agencies to accelerate compensation, site clearance, and procedures for land use conversion and land handover as scheduled.
By the end of 2024, the provincial Department of Construction stated that HMS’s project had not yet cleared the land. The department attributed this to insufficient proactive implementation by the Viet Yen Town People’s Committee and the investor, and to households affected by land acquisition not consenting.
Previously, on October 7, 2022, Bac Giang Province’s People’s Committee approved HMS as the investor for the NOXH No. 1 project under the Van Trung Urban Area.
The project is located in Van Trung Commune, Viet Yen District, Bac Giang Province, within an area hosting several large industrial zones, including Van Trung, Quang Chau, and Dinh Tram.
Total investment exceeds 3,238 billion VND. Land clearance costs are over 14 billion VND; construction costs are 2,462 billion VND; and contingency is 294 billion VND.
The investor is required to hold equity of at least about 648 billion VND and contribute cash during 2022–2026. The remaining 2,591 billion VND is expected to come from loans or other lawful sources. The project’s operating term is 50 years.
The schedule to complete land and building procedures is within 42 months from investor approval. Commercialization is planned from month 43 through the end of the project term, around December 2028.
HMS was established in April 2022 in Bac Ninh Province. Its legal representative is Do Hong Long, General Director. In a change in July 2025, the company’s charter capital was 628 billion VND, and the legal representative became Nguyen Trong Thiet, General Director.
