On April 3, the Ministry of Justice held a ceremony to launch a digital platform for civil enforcement of judgments. The platform is designed to help form a centralized civil enforcement data system that is connected and interoperable.
Speaking at the ceremony, Deputy Prime Minister Hồ Quốc Dũng said that putting the digital platform into operation reflects changes in mindset and technology, and represents a shift from traditional management methods to modern governance based on digital data with real-time updates. He said the approach moves from manual processing to applying information technology and artificial intelligence across the entire civil enforcement process.
The Deputy Prime Minister said the digital platform has been built and operated to form a centralized civil enforcement database that is connected and interoperable. He added that it is intended to enhance transparency and openness, support effective management and leadership, and facilitate people and businesses in exercising their rights and fulfilling their obligations.
Deputy Prime Minister Hồ Quốc Dũng proposed that the Ministry of Justice continue to perfect the platform based on the principles of stability, safety, efficiency, and substance. He also called for:

The Deputy Prime Minister emphasized that data quality must receive special attention, with data described as “accurate, complete, clean, live.” He also stressed the responsibility of leaders in updating, managing, and utilizing data.
He further highlighted the need to build a cadre of civil servants capable of digital transformation, promoting training and development of digital skills to gradually form a team of “digital civil servants” who master technology and data.
At the ceremony, Minister of Justice Nguyễn Hải Ninh said the launch is a milestone of special significance for the Ministry of Justice and the civil enforcement system. He affirmed that the Ministry will fully absorb the Deputy Prime Minister’s directives, with the Civil Enforcement Administration translating them into programs, plans, and solutions to improve the quality and effectiveness of civil enforcement work.
Minister Nguyễn Hải Ninh said performance should be measured by citizen and business satisfaction, as well as outcomes reflected in performance and monetary metrics assigned by the National Assembly and Government.
The platform is intended to create a fully integrated digital environment for civil enforcement, transforming data into a governance tool and a service to the people. The Ministry described four major breakthroughs: digitizing the entire civil enforcement process; connecting and sharing data to reduce administrative procedures; intelligent governance and administration based on data; and comprehensive use of AI and digital technologies.
