On April 3-4, Mr. Do Thanh Binh, a member of the Party Central Committee and Minister of Home Affairs, led a working delegation to survey and appraise the dossier of the proposal to establish 10 wards in the province and to establish Dong Nai City under central administration.
At the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of Dong Nai Provincial People’s Committee Nguyen Van Ut presented a summary of the two proposals: establishing 10 wards and establishing Dong Nai City under central authority.
Minister Do Thanh Binh assessed that Dong Nai has fully met the necessary conditions to establish a centrally administered city. The members of the Appraisal Council unanimously submitted the proposal to the Government, the National Assembly, and the Standing Committee of the National Assembly as required.
Dong Nai’s provincial government said the proposals are intended to clarify a fundamental issue: the province has accumulated sufficient political, legal, practical foundations and development scale to enter a new phase with a higher status. The government stated this is not a subjective wish, but reflects objective requirements of development and a strategically meaningful orientation for the province in the coming period.
The provincial government highlighted Dong Nai’s strategic location and connectivity infrastructure. It cited Long Thanh International Airport, the highway system, belt roads, rail, seaports, and regional logistics networks that are being invested in and completed. These factors, it said, create favorable conditions to expand development space, strengthen regional linkages, and gradually raise the province’s role in the process of international integration.
In addition, Dong Nai has met 7/7 conditions for establishing a centrally administered city and achieved 13/15 standards of a Class I urban area.
Minister Do Thanh Binh requested the province to expedite completing the dossier, send it to the Ministry of Home Affairs to prepare a submission to the Government, and report to the National Assembly and the Standing Committee of the National Assembly.
The province was also asked to proactively develop a draft action program and an implementation plan for the National Assembly’s resolution on establishing Dong Nai City. The plan should assign responsibilities with clear people, clear tasks, clear timelines, clear responsibilities, clear results, and clear authorities to ensure effective implementation immediately after approval.
Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Dong Nai National Assembly Delegation Vu Hong Van said the province will continue to absorb contributions from the delegation to further improve the proposal with the highest quality.
He also emphasized that building the proposal is not only aimed at forming a centrally administered city, but is an opportunity to renew leadership, direction, and governance methods in line with modern urban governance models.
Vu Hong Van noted that establishing Dong Nai City is not simply a change in name. It concerns governance methods, operating mechanics, policy frameworks, urban appearance, and residents’ quality of life after establishment—objectives the party committee and provincial government aim to achieve in the new development phase.
