The Ministry of Public Security has issued Circular No. 37/2026, amending and supplementing several provisions of the regulations on vehicle registration and inspection. The circular takes effect from June 8, 2026.
Under the new circular, vehicle registration results are to be received through the Public Service Portal, via postal service, or directly at the vehicle registration office, depending on the owner’s preference.
Electronic data certifying vehicle registration will be integrated on the National Digital Identity Application (VNeID) and the government traffic application on a citizen’s digital device managed and operated by the Ministry of Public Security (VNeTraffic).
If the owner’s marital status data has been updated in the National Population Database, the electronic ownership transfer data on the Public Service Portal will have legal effect equivalent to the paper transfer document.
Paper certificates are stored at the Traffic Police Department (Cục CSGT).
The new circular also expands the scope of management by the Ministry of Public Security over certificates of roadworthiness and environmental protection for motor vehicles and specialized-use motorcycles (Form KĐ23a).
Digitized records or electronic data of these certificates are stored in the vehicle registration and management system of the Cục CSGT for management, exploitation, and use.
For watercraft of the People’s Public Security, online receipt and processing of issuance, renewal, and re-issuance of certificates are conducted online when technical infrastructure is ensured.
Electronic certificates for vehicle inspectors will be stored on the Cục CSGT vehicle registration system to manage and use as a substitute for the paper version.
