Drivers must present a valid driver’s license (GPLX) when stopped for inspection. Under Clause 1 of Article 56 of the Road Traffic Law 2024 (Law No. 36/2024/QH15), a road vehicle driver must be of the required age and health, hold a valid GPLX suitable for the vehicle type, and carry the following documents: a vehicle registration certificate or a certified copy along with the original proof of credit or a foreign bank branch if the vehicle is mortgaged; the GPLX corresponding to the vehicle type being driven; a certificate of technical safety and environmental protection for the motor vehicle; compulsory civil liability insurance for the motor vehicle. In addition, under Clause 3 of Article 56, if these documents have been integrated into the electronic identity account, presentation and verification can be performed via the electronic identity account. Thus, if vehicle documents are integrated into the electronic identity, verification can be done through the account. However, if you already have VNeID but have not integrated the GPLX or the integration is invalid, you still must carry the hard-copy GPLX when participating in traffic. According to Articles 13, 14 and 18 of Decree 168/2024/ND-CP, penalties for not carrying the license are: motorcycles 200,000 to 300,000 VND; cars 300,000 to 400,000 VND. Steps to integrate the GPLX into VNeID: Step 1: log in to the level 2 electronic identity account on the VNeID app; Step 2: select the Documents Wallet; Step 3: select Integrate documents; Step 4: select Create new request; Step 6: enter information following the instructions and then submit the request.
