On 3 April 2026, the Ministry of Justice held the launch ceremony for the Digital Platform for Civil Judgment Enforcement (THADS), marking a milestone in the digital transformation of THADS to improve citizens’ satisfaction with a modern, intelligent, digitized system that uses AI and data integration. The launch connected 34 provinces and cities nationwide and was part of celebrating the 80th anniversary of the THADS tradition, underscoring the sector’s commitment to modernization. The platform is designed to support a two-level local government model, reduce administrative procedures, implement amendments to the THADS Law, and pioneer the realization of Resolution 57-NQ/TW and Resolution 66-NQ/TW on modernizing law building and enforcement to meet the demands of a new era. In practice, THADS has faced increasing volume and complexity, and the traditional paper-based model showed its limits. From 1 July 2026, the THADS system will reorganize into a one-tier local model, requiring fully digital operation. The platform is built on data-driven governance, standardizing data, digitizing case files, integrating enterprise systems, and establishing a smart enforcement administration backbone. Key milestones include electronic receipts nationwide from 1 July 2025; activation of the Platform and the Intelligence Operations Center (IOC) on 12 December 2025; nationwide operation of the THADS digital platform from 20 January 2026. Unlike a single technology application, THADS is designed as an end-to-end operating environment for the entire enforcement system, including financial–accounting with electronic receipts, enforcement decision support, enforcement process management, citizen services and complaint handling, connected to the National Data Center and VNeID for online filing of enforcement fees and electronic service of documents. From 1 October 2025 to 31 March 2026, the THADS platform issued nearly 900,000 electronic receipts, total receipts approaching 60 trillion VND, 100% of enforcement decisions issued digitally with over 800,000 cases and more than 2 million documents managed; all citizen services and complaint handling are conducted digitally. The platform’s low-code/no-code architecture, developed with FPT, enables rapid configuration of procedures, supports swift policy or organizational changes, and demonstrates FPT’s leadership in strategic technology. Deputy Prime Minister Ho Quoc Dung urged continued data sharing across ministries and local authorities, emphasized the importance of data quality—accurate, complete, clean, and live—and called for ongoing institutional updates to maximize the platform’s impact. The THADS platform is the first nationwide, ministry-level solution applying a low-code/no-code model, illustrating a modern, transparent enforcement system that serves citizens and businesses. In short, the platform represents a bold step in digital governance for civil enforcement, aligned with national policy and technology leadership from the Ministry of Justice and related agencies. From a broader perspective, the THADS digital platform embodies a shift from experience-based management to real-time, data-driven governance and from dispersed processes to integrated operations, with the aim of delivering modern, citizen-centered administration.
