Government approves plan to establish Dong Nai City under the central government

The Government has approved the dossier for the Project to establish 10 wards in Dong Nai province and to establish Dong Nai City under the central government. The approval follows a proposal from the Ministry of Home Affairs.

Government approval and assigned responsibilities

Under the Resolution, the Government approves the dossier for establishing 10 wards in Dong Nai province and the establishment of Dong Nai City under the central government. The Ministry of Home Affairs is assigned to lead, in coordination with relevant ministries and agencies, to incorporate opinions from Government members and complete the Submission, the Project, and the draft resolutions for review by the Standing Committee of the National Assembly and the National Assembly.

The Minister of Home Affairs, on behalf of the Government and under authorization of the Prime Minister, is required to sign the Submission, the Project, and the report covering the reception, explanation, and revision of the dossier for establishing 10 wards in Dong Nai province and the establishment of Dong Nai City under the central government. This signing must be done in accordance with opinions from the National Assembly, the Standing Committee, parliamentary agencies, and deputies.

Content responsibility and submission process

The Ministry of Home Affairs bears full responsibility for the content of the dossier, the draft resolutions, and the issues proposed. It must prepare complete dossiers and documents to submit to the National Assembly, the Standing Committee, and parliamentary agencies, ensuring both quality and compliance with deadlines as required by regulations.

The Government also requires the Ministry of Home Affairs to proactively report and explain to the National Assembly and its Standing Committee to ensure rigor and compliance. Any issues arising beyond the Ministry’s authority must be promptly reported to the Prime Minister.

Background from prior party policy

Previously, at its second conference, the 14th Central Committee of the Communist Party agreed on the policy to establish Dong Nai City under the central government. The Government was tasked with finalizing the dossier for submission to the 16th National Assembly for consideration and decision.
