The Government issues Resolution 105/NQ-CP and a Government Action Program to implement the conclusions of the 210-KL/TW by the 13th Party Central Committee regarding continuing to build and improve the organization of the political system in the near term. The Government tasks ministries, equivalent central agencies, provincial People’s Committees, the Interior Ministry, sector-specific ministries, the Ministry of Education and Training, the Ministry of Health, and the Ministry of National Defense with key responsibilities related to continuing to reorganize and streamline the machinery of state agencies. Restructuring the apparatus to be one organization doing many tasks, and one task led by a single organization, aims to reduce overlaps, improve efficiency, and ensure the administrative system serves citizens professionally, modernly, and transparently. The reform also covers public service units in education, healthcare, and state-owned enterprises under central and local management, aligned with central directives, and supported by nationwide data infrastructure, inter‑agency data sharing, and real-time updates to strengthen governance and service delivery to people and businesses. Specific tasks include: directing internal restructuring within agencies to clarify functions, duties, and organizational roles; enabling multi‑sector coordination and eliminating duplication; promoting financial autonomy for public service units; reorganizing education networks (early childhood through higher education) and health facilities (including township clinics) under clear provincial and national oversight; transferring certain hospitals to provincial management while preserving core national-level expertise; advancing digital government through integrated data platforms and a “one-stop” digital gateway connecting residents, land records, social welfare, and business administration; updating legal frameworks to support thôn/tổ dân phố governance reforms; and continued collaboration among the Ministry of Interior, the Ministries of Education and Health, and other relevant bodies to monitor implementation and report to the Government. Appendix I outlines the implementation plan for concluding 210-KL/TW and maintaining the momentum of organizational reform across the political system, with emphasis on governance, data interoperability, and citizen-centric public administration.
