With the objective of developing a transparent and stable real estate market, Ha Tinh is accelerating reforms to procedures and land allocation, while speeding up the rollout of social housing projects targeted for completion by 2026.
On 8 April 2026, the Ha Tinh Provincial People’s Committee issued Document No. 2819/UBND-XD on promoting housing development and the real estate market in the province. The directive calls on ministries, sectors, and localities to apply a comprehensive set of measures to remove obstacles and increase supply, with a particular focus on the social housing segment.
A key measure in the document is the classification of social housing projects into “green lane” and “priority lane” groups. For these projects, procedures related to investment, land, planning, construction, and the environment will be carried out in parallel.
The province states that this approach is expected to shorten both time and costs by at least 50% compared with current regulations.
Alongside procedural reform, Ha Tinh requires adequate staffing and the assignment of dedicated officers to monitor social housing development to prevent bottlenecks caused by personnel shortages.
Local authorities are also required to strictly implement land reserves for worker housing in industrial zones and to allocate at least 20% of land for social housing within commercial housing projects and urban area developments.
To support stable and safe real estate market development, Ha Tinh’s government calls for intensified inspection, auditing, and comprehensive supervision of real estate business activities. The focus includes trading floors, brokers, credit provision, and corporate bond issuance.

Urban areas in Tran Phu Ward, Thach Ha commune, Song Tri Ward, and the Ngô Quyền street area are to implement synchronized procedures, prioritize social housing development, and ensure completion within 2026.
