On the morning of May 11, the Hanoi City People’s Council (XVII term, 2026-2031) held a special plenary session to review matters within its authority, including personnel. Hanoi leadership congratulated two newly appointed vice chairmen of the Hanoi City People’s Committee.
During the session, the majority of city councilors voted to appoint Do Anh Tuan and Bui Duy Cuong as Vice Chairmen of the Hanoi City People’s Committee for the 2026-2031 term.
Do Anh Tuan (born 1971) has held multiple key positions, including Director of the Department of Planning and Investment, Head of the City Party Committee’s Mass Mobilization, Head of the Internal Affairs Commission, and Secretary of the City Party Committee’s Inspection Commission.
Bui Duy Cuong (born 1973) has worked for the Department of Natural Resources and Environment for a long time. He previously served as director of that department, later serving as Secretary of Soc Son district. In February 2026, Cuong was transferred, assigned, and appointed as Director of the Department of Agriculture and Environment.
The Hanoi City People’s Committee currently includes Vu Dai Thang as president. The six vice presidents are Duong Duc Tuan (standing vice president), Nguyen Xuan Luu, Truong Viet Dung, Do Anh Tuan, Bui Duy Cuong, and Ms Vu Thu Ha.
