Hanoi has issued a plan to study the formulation of a detailed plan for renovating and rebuilding old apartment buildings in the city, setting a target to complete 100% of the planning work for old apartment complexes by the second quarter of 2027.
The plan is designed to implement Decision No. 1668/QD-TTg of the Prime Minister approving the Adjustment of the Hanoi Capital General Plan to 2045, with a vision to 2065, and the Regulation on the adjustment of the Capital’s general planning, as well as the urban master plan adjustments approved by the City People’s Committee.
It also aligns with Hanoi’s 100-year overall planning vision approved by the City People’s Committee in Task No. 813/QD-UBND dated 21 February 2026, and implements the guidance of Resolution No. 02-NQ/TW of the Politburo on building and developing Hanoi in the new era and provisions of the Capital Law.
The plan will serve as a basis to implement detailed planning at the 1/500 scale, the master plan at the 1/500 scale, and the scheme for grouping old, standalone apartment buildings to ensure progress and implementation of investment projects for renovating and rebuilding old apartment buildings in Hanoi, with synchronization with the city’s urban development program.
The subjects are old apartment buildings on the list approved by the City People’s Committee under Decision 5456/QD-UBND dated 5/11/2025 in 48 wards/communes where old apartment buildings exist, including: Đống Đa; Láng; Kim Liên; Văn Miếu - Quốc Tử Giám; Ô Chợ Dừa; Ba Đình; Giảng Võ; Ngọc Hà; Hai Bà Trưng; Vĩnh Tuy; Cầu Giấy; Nghĩa Đô; Thanh Xuân; Thanh Liệt; Khương Đình; Hoàng Liệt; Hoàng Mai; Vĩnh Hưng; Yên Sở; Long Biên; Bồ Đề; Việt Hưng; Phúc Lợi; Đông Ngạc; Vĩnh Thanh; Thanh Trì; Phúc Thịnh; Hà Đông; Bạch Mai; Tương Mai; Phú Diễn; Tây Hồ; Phú Thượng; Gia Lâm; Hồng Hà; Thư Lâm; Đông Anh; Phương Liệt; Cửa Nam; Hoàn Kiếm; Đại Mỗ; Xuân Mai; Yên Hòa; Từ Liêm; Đại Thanh; Xuân Phương; Ngọc Hồi; Phù Đổng.
To implement the plan, ward/commune People’s Committees will organize planning. Investors, as regulated by the investment law and related laws, will be selected to implement investment projects. The 1/500 detailed planning tasks (including tasks and planning) will be carried out according to the process and regulations of the Urban and Rural Planning Law No. 47/2024/QH15, the Law amending several articles of the Urban and Rural Planning Law No. 144/2025/QH15, and Decree No. 145/2025/NĐ-CP dated 12/6/2025 of the Government.
Under the schedule, wards and communes must complete planning in Q2/2026 and complete the grouping project for single, independent old apartment buildings by Q3/2026.
For 1/500 detailed planning and 1/500 master planning, priority will be given to initiating planning for areas with existing assessment results of old apartment buildings.
Areas requiring planning where projects already have approved planning tasks must be completed in Q2/2026. Areas that are under study but not yet approved should be carried out, with 50% of old apartment buildings completing planning in 2026. Planning for 100% of old apartment buildings across the city is targeted for Q2/2027.
For the 1/500 master planning areas, flexibility will be applied to meet investment requirements for renovation projects. The end of the 1/500 master planning work for 100% of the city’s old apartment buildings is targeted for Q3/2027.
If needed, old apartment buildings will be classified accordingly.
