The Tu Lien Bridge project is planned to connect from the Nghi Tam junction to the junction with Truong Sa Street, with a total length of about 5.15 km. The estimated total investment exceeds 20,000 billion VND, funded from Hanoi’s city budget.
The 310 Nghi Tam alley area has been identified as a key location for the construction of the Tu Lien Bridge piers. To implement the project, the total land area expected to be recovered in Hong Ha ward is about 294,000 m2, involving 732 land parcels.

As of now, Hong Ha ward has completed investigations and counting for all 732 parcels. At the same time, 332 compensation plans have been approved, corresponding to 521 parcels.
The handed-over land area totals 179,122.8 m2, about 90% of the area to be used for pier construction and 60.96% of the total project area. This land falls within the construction scope of 29/38 main piers (from P10 to P37) and 17/24 auxiliary piers on the Au Co and Nghi Tam routes.
Hong Ha ward has conducted resettlement lotteries for 169 households with 183 plots in Thu Lam commune. Residents living on both sides of 310 Nghi Tam alley under clearance are actively organizing and moving belongings. Along the route, three-wheeled vehicles and trucks are continuously transporting household items.
Youth volunteers and self-defense militia have been mobilized to assist residents in moving assets quickly. Giang Nam, owner of an electrical and plumbing shop, said her family has proactively sought a new rental location nearby after learning of the relocation. However, because business at the old site was thriving, she is concerned whether sales at the new location will match the previous level.
Mr. Du, a resident of 310 Nghi Tam alley, said his family agrees with the relocation and is ready to hand over the site on schedule. He also expressed trust that, with government attention, the resettlement area will have synchronized infrastructure investment, helping residents stabilize their lives and develop better than before.
Each successive truck convoy supports the handover of land to the construction unit. To speed up land clearance, Hong Ha ward has proposed to the Hanoi People’s Committee to add temporary housing support policies for households with legal residential land who must rent a house during the construction of new housing.
The ward also proposed a special mechanism for difficult cases that do not meet conditions for resettlement housing, allowing them to rent or buy social housing.
