Ho Chi Minh City has added six housing projects to the list of developments permitted for sale to foreign organizations and individuals. The update expands the pool of eligible projects as the city pursues its goal of becoming an international financial center and developing industries including semiconductors.

Earlier in early March, the City’s People’s Committee announced a list of 24 housing investment projects in the city area permitted for sale to foreign organizations and individuals under existing regulations. In 2025, the city also released eligible project lists three times.
Including the latest release, the total number of projects permitted for sale to foreign buyers in the city area has increased to 123.
The ongoing expansion of the foreign-eligible project list is linked to Ho Chi Minh City’s efforts to attract international capital and talent, including the development of free trade and the semiconductor industry. With foreign investment and the number of international experts and engineers expected to rise, housing demand for foreign buyers is expected to grow in the coming period.
Under current law, foreigners may purchase commercial housing only in projects that do not affect national defense or security. Ownership is limited to not exceeding 30 percent of the units in a building, or 250 detached houses within a ward-level area.
