Ho Chi Minh City’s People’s Committee (UBND TP. Hồ Chí Minh) has issued a list of new internal administrative procedures in the housing sector under the City People’s Committee’s jurisdiction. A key procedure relates to converting the functional use of housing in projects financed with public investment funds, which falls under the approval authority of the provincial-level People’s Committee.
Under the procedure, the processing time is 30 days from the date the competent authority receives a valid dossier. In line with regulations, the investor of the housing project requiring a function conversion is the applicant; the Department of Construction is the agency handling the case; and the City People’s Committee is the approving authority.
The publication of the new procedures comes as Ho Chi Minh City accelerates administrative reform to improve the efficiency of dossier handling for people and enterprises. Under Directive No. 45/CT-UBND, the City requires transparency in the receipt and processing of administrative procedures.
The City will review lists of administrative procedures related to business activities within its management scope and propose plans to cut and simplify procedures and business conditions.
Monitoring and follow-up on administrative dossier handling are required to achieve on-time processing and service quality targets.
The City will digitize all dossier components and issue electronic results for administrative procedures, aiming for a 100% implementation rate. Paper documents that are components of procedures are to be replaced with information extracted from databases, so citizens, organizations, and enterprises should not be required to submit copies of documents where data has already been extracted accurately.
Guidance will be provided to help citizens and enterprises extract and reuse digitized information, targeting 55% usage.
Competent agencies are also required to receive, monitor, and urge the handling of feedback and recommendations from citizens and organizations, ensuring 100% completion. The City’s satisfaction targets are:
Under the assigned responsibilities, the City People’s Committee Office will lead monitoring of the publication and transparency of administrative procedures, oversee dossier reception and processing by agencies and units, and synthesize and report results to the City People’s Committee. It will also coordinate reviews and simplification of procedures and advise on approving internal procedures.
The City’s Digital Transformation Center will coordinate with relevant ministries and the National Data Center to implement and operate the system, including proposing enhancements to support dossier receipt and processing. Training will be organized for staff on using the Administrative Procedure Handling Information System, the National Public Service Portal, and the coordinating portal to ensure smooth and effective operation.
