On the morning of April 8, 2026, a Ministry of Construction delegation led by Deputy Minister Nguyen Van Sinh conducted an on-site inspection and met with Hue City authorities to review the progress of social housing projects.
The Hue Department of Construction reported that the locality currently has 21 social housing projects with a total capacity of about 20,537 units. Of these, 12 independent social housing projects are expected to provide about 12,752 units, while 9 social housing projects are developed within the 20% land set aside for commercial housing projects, providing about 7,785 units.
Among the independent social housing projects, 3 have been completed and put into use, with 1,712 units. Another 3 projects are under construction, with 1,634 units. The remaining 6 projects have approved investment policies and are in the process of selecting investors, expected to add a further 9,406 units in the near future.
For the commercial housing projects using the 20% land allocation, all 9 projects have been approved for investment and are at different stages of implementation, contributing to an expanded social housing supply.
Under the plan, from 2026 to 2030, Hue City is projected to complete about 18,461 social housing units, corresponding to over 1.78 million square meters of floor space. Compared with the government target of 11,800 units, this would exceed the target by 6,661 units, indicating strong local momentum in housing development for low-income earners.
Hue leaders noted several factors slowing project implementation. Since March 2026, material prices and construction costs have tended to rise, increasing investment costs and directly affecting construction schedules. In addition, compensation and site clearance procedures for some social housing projects and for commercial housing projects allocated 20% land continue to face difficulties, leading to progress lower than expected.
Deputy Minister Nguyen Van Sinh said Hue has advantages for social housing development, including an abundant land fund, favorable locations near major transport routes and industrial zones, and relatively synchronized infrastructure. He also emphasized that selecting capable investors is a key factor for projects to proceed efficiently.
The Deputy Minister further noted that with about 21 projects and over 20,500 units planned—against government targets of roughly 12,000 units—Hue has a basis to exceed the 2030 milestone.
To support timely delivery, Deputy Minister Nguyen Van Sinh requested that investors begin construction immediately on areas that have been cleared, rather than waiting for investment phases in later years. He also asked Hue City’s People’s Committee to strengthen supervision and support for investors to remove obstacles, particularly those related to land, construction, and site clearance procedures.
