Hue to provide 50% rent relief for priority groups starting April 20, 2026

From April 20, 2026, Hue City will implement a rent relief policy offering a 50% exemption or reduction in rent for priority groups within the local area.

Scope of the rent relief policy

The policy applies to the following subjects:

• Organizations and associations assigned by the Party and State to act as their offices and operate there when there is no office yet.
• Socialization facilities in education, training, vocational training, healthcare, culture, sports, and environment, under detailed categories and meeting scale and standards determined by the Prime Minister.
• Cooperatives, cooperative unions, and cooperative groups that meet criteria to receive state support under the Cooperative Law or government regulations, for offices, warehouses, shops for buying and selling, and display and introduction of products serving production and business activities.
• Small and medium enterprises, supporting industries, and innovative startup enterprises recognized under the Law on Science, Technology and Innovation and related guidance documents.
• Organizations with housing management functions authorized by Hue City People’s Committee and the ward/commune People’s Committees to manage, exploit houses and land.
• Agencies, organizations, units, enterprises, and individuals related to housing management, use, and exploitation.

Levels of preferential treatment

Hue City will apply different rent relief levels depending on the beneficiary group:

Organizations assigned by the Party and State (no office yet)

For organizations assigned to tasks by the Party and State to use as offices when there is no office yet, the city will exempt rent for the entire lease duration. The application area must not exceed the standard quotas for office space and units performing public service activities as prescribed by the Government.

Socialization facilities

For socialization facilities, rent reductions will be equal to the rent amount of land rent (within the rent structure) for the entire lease duration.

Cooperatives, cooperative unions, and cooperative groups

For cooperatives, cooperative unions, and cooperative groups that meet the entitlement criteria, rent relief will be equal to 50% of land rent (within the rent structure), but capped at not more than 5 million dong per month per priority object. The maximum duration is 3 years from the date of signing the lease.

Enterprises in the priority group

Enterprises in the priority group will also receive rent relief equal to 50% of land rent (within the rent structure), capped at not more than 5 million dong per month per enterprise. The maximum duration is 3 years from the date of signing the lease.
