In July 2021, Package No. 28 (HU-CW07) to upgrade and widen the Vỹ Dạ Bridge and build a 100-meter connecting road to the An Vân Dương New Urban Area (Vỹ Dạ ward) began under a contract with 479 Hòa Bình Joint Stock Company. The project, part of Hue City’s infrastructure program, is intended as a key link from the city center to the Thuận An coastal area. The package is valued at more than 114.1 billion VND and was originally planned for completion in June 2024, but it has not yet reached completion despite extensions.
After upgrading and widening, the Vỹ Dạ Bridge is designed to be nearly 170 meters long with five spans. The deck width is 16 meters, including the bridge and access roads. The works also include electric lighting, greenery, drainage, curb reinforcement, accessible paths for people with disabilities, and sidewalk paving.
Observations indicate that some structural elements have been completed, including bridge piers and several concrete girders. However, the deck surface has not yet been finished.
Disclosures also describe a prolonged stalled state, with exposed steel bars and rusty signs, temporary cable and technical pipe arrangements, and no synchronized installation.
According to the investor, by the end of March 2026 the disbursed value of Package No. 28 reached nearly 79.8 billion VND, equivalent to about 69.93% of the contract value. This level of disbursement was reported as not meeting progress or contractual commitments.
On April 13, the Project Management Board decided to terminate the contract for Package No. 28 (HU-CW07) with 479 Hòa Bình. Authorities are determining remedies, while the upgrading and widening of the bridge remains halted during peak traffic hours.
A plan to re-tender has been announced. Hue City Finance Department officials said that after the contract termination, the Green City Hue project management board would organize a new bidding process to restart the works. Because the project uses Asian Development Bank (ADB) financing, the investor sought ADB guidance. Following ADB feedback, Hue City aims to re-tender in June and target completion in 2027.
Residents have raised concerns about slow progress, including safety and aesthetic issues, as the project continues to drag on. They expressed hope the works will be completed soon to improve livelihoods and traffic safety in the area.
