The North–South high-speed rail project through Hà Tĩnh province is over 100 km long. However, the land clearance process (GPMB) is facing multiple hurdles that are affecting the project’s next steps.
As of March, one resettlement area has completed procedures and is under construction, with progress of about 60%. The remaining 34 areas have basically completed approval of detailed planning and are preparing survey and design dossiers.
According to the Hà Tĩnh Department of Construction, as of March, compensation and relocation support within the GPMB scope based on the preliminary design were not yet eligible for implementation. The department cited that the investor had not handed over the GPMB markers at the site.
In addition, the route and some works along the line in many locations have not been unified and are still being adjusted.

In particular, the segment through Cẩm Xuyên and Cẩm Hưng communes overlaps with the main route and rest stops of the Bắc–Nam expressway (East section).
Regarding the issue, the leadership of the Hà Tĩnh Department of Construction proposed promptly issuing a guiding resolution to ensure progress and consistency in GPMB.
The department also said the province has proposed studying technical solutions to minimize impacts on critical infrastructure and avoid overlaps with the Bắc–Nam expressway and related projects in the area.
