The Ly Thuong Kiet social housing project (Phu Tho DMC) in District 10, Ho Chi Minh City, has begun accepting registrations for the purchase or rental of social housing. The project, which has more than 1,200 units, announced the opening of applications following a notice published by the city’s Department of Construction.
On February 2, 2026, the Ho Chi Minh City Department of Construction published a notice regarding a letter dated January 26, 2026 from Duc Manh Joint Stock Company, publicizing information about the Ly Thuong Kiet social housing project at 324 Ly Thuong Kiet Street, Ward 14, District 10, HCMC (now Dien Hong Ward, HCMC).
The period for submitting and receiving registrations runs from February 1 to March 31, 2026. Applications are to be submitted at the project site.
Project progress is based on a February 10, 2025 directive from the Ho Chi Minh City People’s Committee adjusting the project’s investment policy. Under the updated schedule, construction is required to be completed within 15 months from February 10, 2025, and acceptance, handover and commissioning within 18 months from February 10, 2025. The investor expects completion, acceptance, handover and commissioning by August 2026.
Phu Tho DMC is located in the “golden land” area in the center of District 10, on the Ly Thuong Kiet corridor near a crossroad with wholesale business centers in Districts 5, 10, and the former District 11.
The project has a construction floor area of more than 14.7 thousand m2, a building density of 36%, and a total gross floor area of over 137.7 thousand m2. Construction started in Q2 2018, with an originally planned completion date of 2020. The selling price published by the Ho Chi Minh City Department of Construction is 14 million dong per m2.
The project comprises four 25-storey towers, with a total of 1,254 units, including social housing for sale, social housing for rent, and commercial sale. The population around the project is about 3,200.
The project is about 6 km from Tan Son Nhat International Airport and 2.5 km from Saigon Station. It is opposite Phu Tho Stadium and the Phu Tho Racecourse, beside Cho Ray Hospital and Ho Chi Minh City University of Technology, and near the Lotte Mart shopping center. It is also within 4 km of Dam Sen Cultural Park, the Exhibition Center, and the National Stadium.
Nearby are upscale developments including Xi Grand Court, Kingdom 101, Sunshine Continental, Ha Do Centrosa Garden, Charmington La Pointe and Rivera Park Saigon, and Flemington.
The investor is Duc Manh Joint Stock Company (Duc Manh JSC), formerly Duc Manh Limited, established in 2001 and converted to a joint stock company in 2007. The company is headquartered in Da Nang. Its business lines include shopping centers, real estate and construction, hotels and apartments, and office leasing. In 2007, the company completed and put into operation Vinh Trung Plaza, described as the largest commercial complex in Da Nang at that time.
In addition to Phu Tho DMC, Duc Manh has joint-ventured with Joint Stock Company Invest and Construction 579 to develop low-income housing projects in Da Nang, including an apartment complex in An Trung 2 residential area and the resettlement area Dai Dia Bao.
Currently, Duc Manh JSC has charter capital of 768 billion dong. Ms. Nguyen Thi Chi serves as chairwoman of the board and general director.
