National Assembly approves the five-year plan for 2026-2031 and, as a key priority, calls for modernizing the national education system, improving training quality, attracting and utilizing talent. The resolution mandates comprehensive reform and modernization of the legal framework, mechanisms and policies; raising the quality of education and human resource training and giving priority to training skilled labor in technical and technological fields to support strategic national programs and projects; developing a system of high-quality vocational education institutions; and coordinating with large domestic and foreign-invested enterprises and technology firms to train, link training with market demand, and improve digital and technological skills among workers. It also requires raising foreign-language proficiency among students, making English the second language in schools; training and equipping students with foundational knowledge of culture, arts, and sports. “Modernize higher education, develop some universities as research-oriented centers of science, technology and innovation, and bring digital skills and AI into the national education system from preschool level.” A comprehensive digital transformation and widespread application of digital technologies and AI in education and training are emphasized. Beyond education, the assembly also calls for building and developing a modern Vietnamese culture and heritage, aligning with national value systems, cultural norms, and humane, scientific, modern standards; prioritizing the development of the cultural industry, entertainment, digital cultural services, creative economy, sports economy, events industry, and the efficient management of the market for cultural products and digital culture services; aiming to form value chains and promote the national image through culture and creativity; encouraging investment in digital cultural products and services; linking culture with tourism, trade and technology. The assembly also notes the need to effectively implement the National Target Program on cultural development; perfecting the system of national cultural institutions and facilities to meet regional and international standards; improving living standards in culture and narrowing disparities in cultural access; building a Vietnamese cultural ecosystem that is diverse, modern and imbued with national identity.
