The circular stipulates that telecom enterprises verify subscriber information based on evaluating and classifying mobile numbers according to the documents organizations or individuals use to register subscriber information and in accordance with applicable laws. Businesses, organizations, and individuals involved in receiving and processing personal data when performing subscriber information verification have the obligation to establish and implement proper procedures and governance mechanisms for processing and verifying subscriber information, in compliance with laws on personal data protection and the laws on identification and electronic authentication. Telecommunications companies may provide telecom services to new mobile subscribers only from the time the circular takes effect after the mobile number has completed registration of subscriber information and verification of subscriber information in accordance with the regulations; they are responsible for suspending outbound services (calling, sending SMS to other mobile numbers) for mobile numbers that change devices without performing verification or whose verification is incomplete or inaccurate. Methods of subscriber verification According to the Circular, verification of subscriber information for mobile numbers (including verification of four fields: personal identification number; surname, middle name and given name; date of birth; biometric facial data) shall be performed only through one of the following forms: a) Online via the National Digital Identification application (the VNeID app); b) Online via the app owned by the telecom operator itself, as regulated by Clause 3 of Article 16 of Decree No. 163/2024/ND-CP; c) Directly at a location owned and operated by the telecom operator, established under Clause 1 of Article 16 of Decree No. 163/2024/ND-CP; d) Directly at a location identified by another entity designated by the telecom operator to perform subscriber registration in accordance with Clause 2 of Article 16 of Decree No. 163/2024/ND-CP. Telecom companies are obliged to keep full and accurate information and documents proving that the verification solutions have been implemented in full for the entire period the mobile number is active, unless otherwise provided by law.
