During the commemorative ceremony marking the 80th anniversary of the National Police for Administrative Management of Social Order, the Prime Minister underscored that the force has made a fundamental shift to digital governance, digital administration, and digital services; it has formed a modern management model based on data, connectivity, sharing and electronic authentication; a platform to reduce procedures, paperwork, time, and costs for citizens and businesses. He described this as a major contribution to advancing the country’s reform of governance, building a modern civil service and a digital government and society, and digital citizens. The Prime Minister urged continuing to research and improve the institutional framework on social order management and to lead by example for reform, ensuring discipline, security and safety. He emphasized removing bottlenecks and creating a consistent legal framework for administrative management and data governance, digital transformation; tying to administrative reform to make service to people and businesses the highest criterion. The PM noted the need to continue upgrading the identification and electronic authentication system, developing VNeID into a national platform and a safe, accurate channel of communication between the State and people and enterprises. He called for leadership from government levels to implement directives to reduce administrative burdens, simplify procedures, and ease business conditions in April. The PM asked the force to actively review and advise on measures to accelerate this reform for the benefit of people and businesses, shifting from 'management' to 'national governance' and fostering a more professional, modern, data-driven government. He stressed the importance of cyber security, system security, data safety, personal data protection, national secrets, while expanding digital services and maintaining security, order and sovereignty in the digital space.
