On the morning of April 12 in Hanoi, Politburo member and Prime Minister Le Minh Hung attended a commemorative ceremony marking 80 years of the Public Administration Police for social order (April 18, 1946 – April 18, 2026), and presented the Ho Chi Minh Order. The event was organized by the Party Committee of the Central Public Security and the Ministry of Public Security.
Attending were Politburo members Nguyen Duy Ngoc, Secretary of the Central Committee and Head of the Organization Commission, and Minister of Public Security General Luong Tam Quang. General Secretary and President To Lam sent a letter and congratulatory flowers.
In his commemorative speech, the speaker noted that 80 years ago, under Ho Chi Minh’s Decree No. 23/SL, police departments nationwide were unified into the “Vietnam Public Security Service.” Subsequently, the Ministry of Interior (now the Ministry of Public Security) issued Decree No. 121/NGD, outlining the duties, powers, and organization of the Vietnam Public Security Service. April 18 has since become the force’s traditional day for the Public Administration Police for social order.
Over more than 80 years of building, fighting and growing, the force has made contributions to safeguarding national security, maintaining order, and ensuring social safety. The article states the force has received major honors including the Ho Chi Minh Order (three times), Hero of the People’s Armed Forces, and the First Class National Defense Order.
Representatives of different generations recalled milestones, battles, and contributions, and reaffirmed determination to continue promoting tradition, renewing spirit, and fulfilling duties in the new era.
During the modernization era and international integration, the Public Administration Police for social order has continued to play an important role in advising and implementing state security and public order solutions across multiple areas, including residence management; issuing and managing identity cards; weapons, explosives, and tools; management of regulated industries and occupations; and management of seals and maintaining public order.
In recent years, under the direction of the Party Committee of the Central Public Security and the Ministry of Public Security, the force has made notable marks in national digital transformation and modernization of the public administration system. The article highlights the development of the National Population Database, deployment of chip-embedded identity cards, digital identification and authentication, and effective advising and implementation of the 06 Project.
According to the Prime Minister, these results have accelerated the shift from traditional management to digital management, digital governance, and digital service delivery. The article states this has helped reduce administrative procedures, paperwork, time and costs for people and businesses, while increasing transparency and efficiency of governance.
On behalf of Party and State leadership, Prime Minister Le Minh Hung presented the Ho Chi Minh Order to the Public Administration Police for social order and the First Class National Defense Order to the Public Administration Police Department.
