
Timely allocation of capital for the emergency project is significant in the context of Bac Ninh's focus on land clearance, improvement of technical infrastructure, and ensuring the progress of the road connecting Gia Bình International Airport with Hanoi.
Previously, the road segment in the province from Km9+00 to Km27+766 has been implemented with total investment exceeding 25,087 billion dong, featuring a 10-lane carriageway about 18.8 km long, passing through six communes and wards in Bac Ninh.
The provincial People’s Committee instructed the Department of Finance to coordinate with the State Treasury, Region VI, to guide the investor in managing and using the funds in accordance with regulations; to carry out payments and settlements as required, and to prevent loss, waste, or corruption in capital investment management and use.
Allocating more than 145 billion dong to the urgent project for the Km0+00 to Km9+00 segment continues to demonstrate Bac Ninh's determination to remove land clearance bottlenecks, speed up key infrastructure projects, and create new momentum for the provincial and capital-region socio-economic development in the near future.
Project: Investment to build the road connecting Gia Bình Airport to Hanoi comprises 7 km of new construction and 6.55 km of overlapping with existing expressways, which will be upgraded to a width of 120 meters. Total land use area is about 290 hectares.
The route passes through Thuận An, Phù Đổng, Thư Lâm, Đông Anh (Hanoi) and the wards Tu Son, Phù Khê (Bắc Ninh).
Additionally, the project will build two direct branches from the Hanoi-Thai Nguyen Expressway/Ring Road 3 to the Tet Liên bridge approach road, including 3 lanes per branch, width 14 meters, length 2.5 km to connect Gia Bình Airport and Tet Liên bridge.
PPP form: The project is implemented under a public-private partnership (PPP) arrangement led by the joint venture of Cong Thanh Investment & Construction Transportation Joint Stock Company and Sun Group's Mặt Trời Cát Bà Co., Ltd.
The road is identified as a strategic transportation infrastructure project, creating a direct axis between Gia Bình International Airport and the capital region, expanding urban, industrial, and logistics development, and meeting requirements for external events such as the 2027 APEC Summit.
The project positions Bac Ninh and the capital region to accelerate land clearance, speed infrastructure delivery, and spur urban, industrial, and logistics development. It also aligns with hosting external events such as the 2027 APEC Summit, leveraging improved connectivity to Gia Bình International Airport.
Given the scale of investment and the PPP arrangement, the road corridor aims to create a direct transport axis between Gia Bình International Airport and Hanoi, potentially enhancing passenger and freight flows. The stated capacity targets for Gia Bình Airport through 2030 suggest significant growth in air traffic, which would complement the highway upgrades and branch connections. The governance measures referenced—coordination between finance authorities, timely payments, and safeguards against loss or waste—are critical to managing a project of this scale. The overall outcome will depend on effective project execution, alignment with planning approvals, and the ability to deliver on the 41 km route within the stated investment envelope.
