SCB has completed the legal basis for 12 collateral assets from the Truong My Lan case and other defendants, bringing the package to a stage ready for appraisal and auction. The bank has issued a second invitation to bids, extending the submission deadline for a consultant selection related to Judgment 157/2024/HS-ST and Judgment 1125/2024/HS-PT.
SCB’s second bid invitation covers the package “Selection of a consultant to handle collateral assets under Judgment 157/2024/HS-ST and Judgment 1125/2024/HS-PT” tied to the Truong My Lan case and other defendants. The submission deadline is set for 16 April 2026.
SCB said the move is part of its plan to process the collateral assets under the effective judgments, enabling capable consulting firms to continue refining an optimal handling plan that safeguards the highest interests of SCB and related parties.
According to SCB, the bank has published a plan to handle eight asset codes (equivalent to 12 collateral assets) that meet legal conditions to implement valuation and auction steps in accordance with regulations.
The asset portfolio is described as diverse, spanning high-value real estate and various movable assets used for production and business.
The real estate group includes land-use rights and assets attached to land across multiple localities.
Movable assets include vehicles, machinery and equipment, consumer goods, and warehouse facilities.
SCB highlighted a batch of more than 8,500 items including clothing, handbags, and fashion accessories owned by Saigon Galleria JSC.
It also noted a large lot of more than 370,000 products owned by Eurasia Concept JSC, currently stored in warehouses and showroom systems.
The list further includes assets such as cars and trucks; the Lavifood factory in Long An Province (now part of Tay Ninh) with its plant and offices; an industrial park property in the area; and a two-story house with an office in Tan Hung Ward, Ho Chi Minh City.
SCB said that given the assets’ distinctive nature and scale, it is intensifying its search for professional consulting firms to develop an efficient, transparent, and legally compliant handling plan.
The bank described selecting a consulting firm as a crucial step to ensure the auction and asset-recovery process proceeds in a disciplined manner, reducing the risk of issues arising.
SCB said that in 2025, it carried out review, classification, and procedures to establish control and handling rights for 1,120 asset codes in accordance with the judgments. The bank also completed legal procedures to clearly define rights and responsibilities in managing and handling the assets entrusted.
