On May 10, the Bac Ninh Provincial Police’s Criminal Investigation Department announced that it has indicted six suspects — Trịnh Văn Thịnh, Hoàng Tiến Sơn, Dương Văn Quyết, Sái Văn Ngọc, Bùi Thị Thủy and Nguyễn Văn Cường — on charges of illegally selling invoices.
Previously, the Internal Security Department of the Bac Ninh Police identified signs of irregular activity at STB Group Co., Ltd., and reported to the provincial police chief to initiate a special investigation.
Investigations determined that STB Group was registered in November 2023, with Đào Thị Thủy as legal representative. Thịnh and Sơn, identified as founders, used Thủy as the legal representative because they lacked qualification to operate the labor leasing business and obtain a license. After licensing, Đào Thị Thủy delegated management and operations for the labor leasing to Trịnh Văn Thịnh.
The investigation found violations related to labor leasing services, employment services, recruitment, labor management, contract execution, probation, working hours, social and health insurance, tax obligations, and invoicing and documentation management.
From November 2023 to January 31, 2026, Trịnh Văn Thịnh and Hoàng Tiến Sơn did not directly recruit workers. Instead, they used intermediaries (vendors) to lease the labor-supply license to hire workers and sold 5,647 value-added invoices to 654 enterprises across Bắc Ninh, Hải Phòng, Hà Nam, Hưng Yên and other provinces.
The pre-tax and post-tax values associated with the invoice sales exceeded 1,000 billion VND.
The case is under further investigation by the Bac Ninh Police’s Criminal Investigation Department.
