According to a report from the Finance Department, Thanh Hoa province has 40 large-scale, key direct investment projects with a total investment of about 130.778 billion dong. In these 40 projects, 12 have completed all or part of the work and are in operation; 20 projects are under construction; 7 are finalizing procedures to commence; 1 project has expired its investment policy and will not be extended. Many projects report disbursement rates above 90%, signaling strong momentum for the province’s economic and social development. Among the 12 projects that have been completed and put into operation, three were fully completed: the Dai Duong Cement Plant, Intco Medical Vietnam, and the environmentally friendly decoration product plant (Intco Medical Investment Singapore Pte. Ltd); the other nine are partially in operation and continuing construction. Notably, the Xuan Thien Thanh Hoa 1 high-tech production and cattle farming complex reached 92.8% of its funded capital; Flamingo Linh Truong Beach Eco-Tourism and Resort Area – Area A reached 90%; Sao Mai Thanh Hoa resort reached 78.6%; Nghi Son Steel Rolling Mill No. 2 reached 66.5%; Long Son General Port reached 65.2%; the Xuan Thien 2 and 3 high-tech cattle farming projects both reached 65%; Alivia Vietnam footwear plant reached 65.7%; the cattle dairy farming and processing project reached 25.3%. Additionally, 20 projects under construction show positive signals. The Duc Giang – Nghi Son chemical complex reached 83.3% of funding; the Ten Tan irrigation-hydroelectric project reached 84.9%; Nui Long urban area reached 93.3%; the ecological tourism on the two sides of the Doc River reached 95%; No. 2 – Lam Son – Sao Vang New Urban Area reached 89.1%; East–North–South Avenue urban area reached 85%. Additionally, the Miza Nghi Son paper packaging plant Phase 2 reached 75.5%; the waste-to-energy plant in Bỉm Sơn ward reached 68.3%; Aeon Mall Thanh Hoa reached 61.1%; the Diem Pho new residential area reached 41.8%; Billion Union Vietnam textile plant reached 45.9%; the OSB bamboo veneer plant in Thanh Hoa reached 23.6%; the Am River hydropower project reached 17.2%; other urban projects have lower percentages but are still advancing. There are 7 projects finalizing procedures to commence construction: Tan Dan Ecotourism; Long Son insulation materials and gypsum board plant; DST Nghi Son steel rolling mill; Thanh Hoa International Education City; an urban hotel and commercial center in Tien Trang commune; Container Terminal 2; Golf course in Tien Trang commune. These projects are being expedited in terms of land, construction and environmental procedures. Once approved, these works will begin soon, contributing substantial capital to Thanh Hoa, especially in industry, tourism, education and urban infrastructure. The appearance of steel plants, container ports, ecotourism areas and golf courses is expected to create more jobs, increase the budget and promote sustainable growth. Notably, only one project has officially stopped: the Ben En Eco-Tourism complex, which expired its investment policy decision and was not extended. With 32 projects already underway and seven about to start, Thanh Hoa is leveraging the 130.778 billion dong investment capital to catalyze investment attraction and infrastructure development.
