Under Article 43 of Decree 168/2024/ND-CP, the People’s Public Security (CAND) penalty authority is set by rank, with officers on duty facing a maximum fine of 500,000 dong under clause 1 of Article 43. Higher ranks carry progressively higher maximum penalties: company-level units up to 1,500,000 dong; team/station up to 2,500,000 dong; the head of the unit up to 15,000,000 dong; the director of provincial police up to 37,500,000 dong; and the bureau chief up to 75,000,000 dong.
In a draft revision to amend Decree 168, Article 13 would revise Article 43 and significantly increase fines while expanding the authority for each title.
Notably, police officers on duty would see fines increased from 500,000 dong to 7,500,000 dong. The draft also adds authority to seize tangible evidence and administrative-violation vehicles with a value not exceeding 15,000,000 dong.
