The planned project will be developed on a site of about 7,561 square meters in Xuan Dinh Ward. It includes two 17-story towers above ground and two basements, with a maximum construction area of about 3,000 square meters and a building density not exceeding 40%. The development is classified as a Class I civil work and is expected to form a large-scale office complex combined with an innovation hub.
The twin-tower project is expected to serve as the headquarters of Son Hai Group and the Elcom Innovation Hub. It is planned for the Tay Ho Tay urban area (Starlake) under an investment project covering an office, services, a shopping center, and a cultural center complex. The project is associated with MBH Investment and Development JSC and Elcom Technology - Telecommunications JSC (stock code: ELC).
In 2024, Elcom and MBH took over the project transfer from THT Development, a unit under Daewoo E&C. Elcom stated that the maximum transfer consideration was 215 billion dong, with Elcom and MBH each responsible for paying 50% of the total transfer amount.
By Q3 2025, Elcom and Son Hai Group organized an architectural competition to select a design with symbolic character for the area.
According to Infinity Homes, the design concept draws inspiration from Vietnamese modern architecture from 1954–1975. It aims to inherit the Modernism spirit through minimalist shapes, limited ornamentation, and large concrete planes. The project also seeks to recreate the spirit of symbols such as the Independence Palace or the National Library, while developing toward tropical contemporary architecture—balancing modernity with local identity within a sustainable development context.
Son Hai Group is described as a reputable enterprise in transportation infrastructure, known for high-quality projects, fast construction progress, and a warranty policy of up to 10 years.

MBH Investment and Development JSC, the joint venture with Elcom, was established on March 7, 2024. The company’s principal office is at the MBH/Vimeco Building on Pham Hung Street, Trung Hoa, Cau Giay, Hanoi. Its main business is real estate and land-use rights owned, used, or leased.
The company’s charter capital is 100 billion dong. It has four founding shareholders: Ms. Nguyen Thi Kim Cuc (Chairwoman and legal representative) contributing 20 billion dong (20%); Ms. Pham Mai Anh contributing 30 billion dong (30%); Ms. Luu Dieu Huyen contributing 25 billion dong (25%); and Mr. Nguyen Vu Mien contributing 25 billion dong (25%). It is also noted that Ms. Nguyen Thi Kim Cuc is the legal representative of several other companies, including the Hanoi-based representative office of Truong Vinh Travel.
