On April 24, Bac Ninh Provincial People’s Committee issued a decision approving the task to adjust the 1/500-scale detailed planning for the Việt Yên golf project, organized by CTCP Đầu tư Golf Trường An (referred to as Golf Truong An). The Việt Yên golf project had previously been approved by the Bac Giang Province People’s Committee (before the merger) with a detailed plan in 2019 and amended in 2022. However, during land clearance and construction, some planning contents no longer fit, especially regarding the arrangement of functional zones and site clearance issues. Therefore, the planning adjustment has been identified as necessary to ensure feasibility and accelerate project progress. The study area is located in Tu Lạn and Van Ha wards (Bắc Ninh Province), with the adjusted area from more than 141.4 ha to 139 ha. Project boundaries: north to Đồng Ích residential area (Tu Lạn) and Tân Sơn (Van Ha); south to Dĩnh Sơn, Sơn Hải, Nhẫm Chợ residential areas; east to Ải Quang residential area (Van Ha); west to Nguyễn and Dĩnh Sơn residential areas (Van Ha). According to the orientation, the project is planned as a 36-hole international-standard golf course, combining tourism, entertainment services and upscale eco-friendly resort. Key indicators include overall gross density not more than 5%, service and operations area not more than 40%; and buildings of 1–3 floors at most. The provincial People’s Committee assigns Golf Trường An JSC to organize the planning adjustment in line with the approved task; the Department of Construction will be the appraisal agency. The completion time for the project is not more than six months from the date of approval. The Việt Yên golf project was approved by the Prime Minister under Decision 835/QĐ-TTg dated June 15, 2020, with total investment of over 1,200 billion VND. In 2023, Phase 1 of the Việt Yên golf project, Việt Yên - Stone Highland, in Trung Sơn commune, Việt Yên district, Bắc Giang province, was inaugurated. In December 2024, according to Bắc Giang newspaper, in light of construction violations at the Việt Yên golf project, the Chairman of the Bắc Giang Province issued a fine of 330 million VND against the investor, Golf Trường An Joint Stock Company. Specifically, the company was found to have violated construction order by building without a permit where a permit is required for projects that require a feasibility study for construction. Golf Trường An Joint Stock Company was established in 2018 in Bắc Giang Province, with initial charter capital of 250 billion VND. Founding shareholders included CTCP Tập đoàn Đầu tư Phát triển Trường An with 55%, Mr. Trần Văn Dĩnh with 30%, and Mr. Nguyễn Văn Lương with 15%. The latest charter capital update in 2024 shows the company increasing to 287.5 billion VND, with no change in the shareholder structure. Mr. Trần Văn Dĩnh has served as chairman and legal representative since establishment. Truong An Investment Development Group has charter capital of 679 billion VND, headquartered in Ninh Binh Province, with Mr. Nguyễn Hồng Lĩnh as General Director and legal representative. Mr. Trần Văn Dĩnh (born 1970, Nam Định) is a prominent magnate in the golf sector. In his hometown, he is well known for owning a castle in a village of billionaires.
