A regulation under Decree 88/2026/NĐ-CP on the management of education and training data takes effect from May 15, 2026. The decree sets out how lifelong learning records are created, stored, and later integrated into the national VNeID application.
Under point a, item 1, Article 8 of Decree 88/2026/NĐ-CP, the lifelong learning record of learners in the national education system will be created, received, and stored in the national education and training database.

As a result, the transcript and diplomas of learners will be validly received and stored in the database.
Under point b, clause 3, Article 12 of Decree 88/2026/NĐ-CP, lifelong learning data that has been received and stored validly in the national education and training database will be shared, linked, and automatically integrated on the national VNeID application.
Accordingly, lifelong learning records will be integrated on VNeID from May 15, 2026.
Clause 3, Article 12 of Decree 88/2026/NĐ-CP specifies how lifelong learning data will be exploited on the VNeID application from May 15, 2026.
It provides that agencies and units in the national education system must prepare and build a technology system, or use services from providers, to create and report lifelong learning data as required by Article 8 of Decree 88/2026/NĐ-CP.
After being received and stored in the national education database, the lifelong learning data will be shared, interconnected, and automatically integrated on the VNeID identity application.
The decree also states that individuals have the right to access their own lifelong learning data integrated on the national identity app, to use it as equivalent to paper documents.
