On the afternoon of April 3, 2026, at the National Assembly Building, the Secretary-General of the National Assembly and Chief of the National Assembly Office, Le Quang Manh, chaired a press briefing on the proposed program for the first session of the XVI National Assembly.
At the briefing, Le Quang Manh said the election of deputies to the XVI National Assembly and the People’s Councils at all levels for the 2026–2031 term took place amid strong national changes following the success of the 14th National Congress of the Communist Party.
He noted that more than 76 million voters participated, with a turnout of 99.7%. The election was described as the largest-ever, electing all 500 National Assembly deputies and essentially enough deputies for People’s Councils at all levels.
The Secretary-General said the first session of the XVI National Assembly is a milestone that sets the direction for the five-year parliamentary term, linked to requirements to continue institutional reform, enhance the effectiveness of supervision, and decide on important national issues.
He said the term’s focus is to build a professional and modern National Assembly, gradually operating on a digital basis, while expanding democracy and ensuring that public views are fully captured during policy formulation.
Deputy Chief of the Office of the National Assembly Nguyen Van Hien said the session’s preparatory plenary will be held on the afternoon of April 5, 2026. The session is scheduled to convene on April 6 and is expected to adjourn on April 23, 2026, with total working time of about 11 days, divided into two rounds.
Nguyen Van Hien added that the work on organizing the apparatus and personnel is expected to take about 2.5 days.
The National Assembly will examine the work of organizing the apparatus and personnel; approve eight draft laws and one resolution; decide five groups of issues covering economy–society, finance, budgeting, supervision and other important matters; and study nine groups of reports submitted by agencies.
The session will also review and approve development frameworks for the new term, including the five-year socio-economic development plan, the five-year national public investment plan, and the five-year financial–budget plan, described as a foundation for implementation in the coming years.
Some urgent draft laws and resolutions are planned to be presented and considered under a shortened procedure to address practical obstacles promptly.
It is planned that at the opening, the General Secretary of the Communist Party’s Central Committee will speak.
The National Assembly will also elect and approve key leadership positions of the National Assembly, State, Government and the judiciary, and determine the organizational structure of the Government for the XVI term.
In legislation, the session will consider and pass eight laws, including amendments relating to civil status, the capital, access to information, religious beliefs, notaries, Vietnamese representative offices abroad, legal aid, and emulation and rewards.
It will also consider and pass a resolution on a mechanism and policy for preventing and resolving international investment disputes.
The Office of the National Assembly said preparations for the session have been conducted meticulously to ensure quality and timeliness in meeting the mission from the start of the term.
According to the proposed program, the preparatory plenary will take place on the afternoon of April 5, 2026, the opening on April 6, 2026, and the session is expected to conclude on April 23, 2026, at the National Assembly in Hanoi.
