Ho Chi Minh City Police have indicted and detained the director of Nhất Tín Debt Buying Co., Ltd., along with several co-defendants, investigating allegations of extortion carried out under the cover of a debt-purchasing company. Authorities said the scheme showed characteristics of organized crime, including coordinated collection tactics, intimidation, and repeated pressure on victims.
According to the investigation, Ho Minh Dat (born 1972), director of Nhất Tín Debt Buying Co., Ltd., together with his wife Nguyen Thi Giang and multiple staff members, organized illegal debt collection activities. The group used “debt purchase contracts” to formalize its operations, but authorities said the debts were collected in practice for a share of 30% to 50% of the debt value.
Investigators also stated that, through a relationship with Nguyen Trung Duc, Dat’s group took on debts totaling around 70 billion dong. After signing what authorities described as sham contracts, individuals repeatedly went to victims’ homes and business premises to pressure them through shouting, threats, and intimidation to force payment.
Authorities said the group’s activities were organized and continuous from late July to early October 2025. Many participants wore company uniforms, traveled by car, and gathered in front of victims’ houses and shops, loudly threatening and obstructing business operations.
Some cases, investigators said, involved assault and property damage, leaving victims in a prolonged state of anxiety.
During searches, police seized materials and items related to the case, including debt purchase contracts, company seals, uniforms, and vehicles used in debt-collection activities.
Based on collected evidence, investigators indicted and detained Ho Minh Dat and eight others for extortion. Nguyen Trung Duc was processed under Clause 4, Article 170 of the Penal Code.
The case remains under extended investigation, with related suspects being sought. Authorities said some suspects have fled.
