On April 16, Minister of Construction Trần Hồng Minh signed a decision recognizing Đồng Nai Province as meeting Grade I urban criteria, officially placing Đồng Nai among Grade I urban areas.
Under a Resolution by the Standing Committee of the National Assembly on standards for administrative units, to become a city under the central government, seven criteria must be met: population size; natural area; the proportion of wards within the total number of administrative units; the urbanization rate; the location and function in the approved plan set by the competent authority; meeting Grade I urban criteria; and the structure and development level of the economy and society.
With the April 16 recognition of Grade I urban criteria, Đồng Nai is stated to meet all seven requirements to form a centrally governed city.
The move to establish Đồng Nai as a city under the central government is described as stemming from objective development requirements and the reorganization of the spatial economy and society in the new context. It is presented as a necessary step to align the governance model with Đồng Nai’s development scale, connectivity level, and its growing role in national development.
Previously, on April 14, during the first session to gather opinions on the Government’s proposals—including establishing 10 wards of Đồng Nai Province, establishing Đồng Nai City, and setting up the People’s Court and People’s Procuracy of Đồng Nai City—the Standing Committee of the National Assembly unanimously approved submitting a resolution to the National Assembly to establish Đồng Nai City at the first session of the 16th National Assembly.
