Draft Circular on Calculating Base Salary and Allowances proposes raising the base salary to 2,530,000 VND per month, effective July 1, 2026. The draft circular aims to apply to the following groups: - Officials and civil servants paid from the state budget who work in central and local agencies of the Party and State, the Fatherland Front, and socio-political organizations; - Civil servants paid from the salary fund of public service units as regulated by law; - Officials and civil servants assigned to work at associations, non-governmental organizations, projects and international organizations based in Vietnam but still paid according to the wage scale issued with Decree 204/2004; - People paid under the payroll quotas whose salaries are supported by the state budget; - People whose allowances are financed for non professional duties at the village or commune level; - Delegates to the People’s Councils at all levels who receive activity allowances according to regulations; - People working in internal security organizations; - People working in internal security organizations under the management of the Ministries of Defense and Public Security; - People working in internal security organizations in agencies not under MoD or MoC management, applying the above calculation method for civil servants. The circular also sets out how to calculate amounts: The implemented salary from July 1 equals the base salary of 2.53 million VND per month multiplied by the current wage coefficient in effect; Allowances calculated as base salary times the current allowance coefficient; Allowances calculated as a percentage of the current salary plus leadership allowances and seniority allowances beyond regulated brackets, when applicable, multiplied by the implemented salary; For allowances defined as fixed monetary amounts, retain current regulations. Regarding the calculation of the amount for any retention adjustment coefficient, the calculation follows the same base. For delegates to the People’s Councils, the activity allowance is calculated based on the activity allowance coefficient in force. For non professional duties at the village/hamlet level, the state budget funds the allowances by base salary 2.53 million VND per month, with specific amounts governed by Decree 33/2023.
