A draft decree expanding and clarifying the groups eligible for incentives for talented people employed in the Party, State, and political–social organizations is under consultation by the Ministry of Home Affairs. The ministry said many existing provisions are no longer suitable because new policies on attracting and rewarding talent have been issued, particularly in science and technology, innovation, and digital transformation. Without timely adjustments, the ministry warned it could create legal gaps and reduce coherence in the overall policy framework.
The draft decree expands and clarifies the groups eligible for the incentive policy, including civil servants; excellent graduates; leading experts and scientists; managers and administrators of enterprises; and lawyers and jurists, both Vietnamese and foreign.
The draft also adds provisions on a commitment to dedicate service after recruitment. It further introduces a leadership apprenticeship mechanism for excellent graduates with outstanding records.
On standards and conditions, the draft tightens requirements to make them more concrete and substantive.
A notable new aspect is the shift in how talented individuals are evaluated. Instead of annual assessment, the draft proposes continuous and ongoing evaluation to enable close monitoring of capability and performance.
The draft proposes relatively high benefits for eligible groups.
The draft also reviews and refines provisions to align with the 2025 Law on Civil Servants and the Law on Public Employees. In particular, it removes provisions related to commune-level civil servants and job titles in the public service sector.
