Vietnam’s Social Insurance Authority has issued Decision No. 366/QĐ-BHXH detailing procedures for collecting social insurance, health insurance, and unemployment insurance, as well as issuing social insurance books and health insurance cards. The updated procedure clarifies responsibilities among the on-site Social Insurance Office, provincial Social Insurance, and Vietnam Social Security in implementing premium collection, issuing documents, and managing related administrative steps.
The procedure continues to expand the application of information technology and digital transformation in handling administrative procedures. Participants can use an electronic social insurance book to receive social insurance and unemployment benefits. An electronic health insurance card can be used for medical examination and treatment and for paying medical expenses through the National Digital Identification Application (VNeID) at level 2, the VssID – Digital Social Insurance application, or Email.
For electronic records, the software system verifies unit and participant information using the electronic identification code, ensuring consistency with the national insurance database, the National Population Database, and the residence database.
If the submitted file is complete and accurate and the software automatically creates the record, the system will automatically update the database. It will also automatically issue the electronic social insurance book and electronic health insurance card, and confirm the payment process for social insurance and unemployment insurance for participants who register to receive electronic copies.
Where records are incomplete or incorrect, the procedure requires that participants be guided to supplement, complete, or return the documents within no more than three working days from the date of receipt.
The procedure provides for automated identification of units with late contributions or evasion based on the previous month’s contribution results. The system updates the status on the management software and automatically sends notices of payment results and reminder letters to units that are late or evading contributions, as prescribed.
Participants can also view in the VssID app information on each unit’s contribution results for social insurance, health insurance, and unemployment insurance, including the timing of any late contributions by the unit.
Under the new procedure, in cases of late health insurance payments for workers, the unit must reimburse all medical examination and treatment costs within the scope of health insurance benefits that the employee paid during the period without health insurance due to late or evaded contributions, in accordance with the Health Insurance Law.
The Inspection Department under the Provincial Social Insurance Office and the Inspection Division under Vietnam Social Security are responsible for urging, inspecting, and handling violations by units that delay or evade social insurance, health insurance, or unemployment insurance in line with existing regulations.
The procedure requires that data on collection and issuance of social insurance books and health insurance cards be updated on the inter-agency software system. It also specifies that many tasks are automated, including verifying participant information, determining late or evasion status, compiling data reports, sending payment result notices, and issuing electronic social insurance books and health cards.
The Social Insurance Agency said the new procedure is intended to further improve the mechanism for managing the collection of social insurance, health insurance, and unemployment insurance toward openness, transparency, and modernization, while improving service efficiency for people and businesses and meeting digital transformation requirements in the sector’s new phase.
