General Secretary and President To Lam stressed at the 11th National Congress of the Vietnam Father Front (MTTQ) that the organization must monitor issues of public concern and “not let legitimate opinions of the people fall silent.” He said officials cannot monitor or critique effectively without backbone. The congress, held in a special context, marks a new stage in MTTQ development with a new position, organizational model, and tasks.
