Crimes involving the theft of assets through computers, telecommunications networks, and electronic devices are developing in Gia Lai in a highly complex and increasingly sophisticated manner, according to the Gia Lai Provincial Police. Perpetrators often exploit the public’s lack of vigilance by impersonating authorities or service providers to commit fraud.
Following feedback from residents in the commune and surrounding areas under the “All People Protect National Security” campaign, the police said there have recently been continuous calls from unfamiliar numbers claiming to be staff of the Gia Lai Water Supply and Sewerage Company to carry out scams.
Common scam tactics targeting water and electricity contracts
The most common tactic is to contact residents and claim they need to redo water and electricity contracts using a new CCCD, stating that the old household registration and ID have been canceled.
How the fraud is carried out
- “Water cut” or “water debt” claims: Scammers call or text (via SMS or Zalo) posing as water utility staff, saying the household owes money or will face technical issues and that water will be cut within hours. They then demand an urgent transfer to a personal account to “resolve” the issue.
- Directing victims to install suspicious apps: They send links to download a “Customer Care” app to update information or pay bills. The police said these links lead to malware designed to take control of the phone and steal money from bank accounts.
- Home visits to “check” or “replace” devices: Suspects visit homes wearing outfits similar to company staff, claiming periodic checks or replacement of meters or filtration devices at high prices. The police noted that maintenance fees are not in the standard policy.
- Refunds or tax settlement schemes: Some callers claim customers are entitled to a water refund due to errors and ask for OTP codes or credit card details to receive money.
Measures residents should take to avoid impersonation fraud
- Do not share personal information: Do not disclose CCCD numbers, bank accounts, or OTP codes to anyone over the phone.
- Be cautious with links: Do not click suspicious links. Only use official company apps or reputable e-wallets (MoMo, ZaloPay, Viettel Money, etc.) to pay bills. Do not scan QR codes or click unknown links sent via Zalo, SMS, or email.
- Verify information: If you receive a call threatening to cut water, calmly hang up and call the customer service number listed on the monthly water bill to verify.
- Report suspicious activity: If suspicious signs are detected, report to the nearest police.
- Share warnings with family members: Residents should actively share this information with relatives, especially the elderly, to prevent exploitation.
