The government issued Resolution No. 25/2026/NQ-CP dated April 30, 2026, extending the duration of the application of Decree No. 72/2026/NĐ-CP dated March 9, 2026, which revises preferential import tax rates for certain gasoline, diesel, and feedstock materials used in gasoline and diesel production.
Under the resolution, the government agrees to extend the effect of Decree 72, which modifies the preferential import tariff (MFN) for certain gasoline/diesel items and inputs. MFN refers to the tariff rate applicable only to WTO member countries.
Specifically, the MFN rates for input materials under the following HS codes will remain at 0% from 01/05/2026 to 30/06/2026:
According to the Ministry of Finance, applying the MFN preferential tariff to certain gasoline/diesel inputs is intended to help stabilize the gasoline/diesel market and ensure domestic energy security in a global environment that remains unpredictable.
The measure also aims to maintain macroeconomic stability to support growth and ensure compliance with legal procedures in the drafting and promulgation of regulations.
Since late February, domestic gasoline/diesel prices have undergone 19 adjustments. RON 95-III increased 10 times, decreased 7 times, and remained unchanged twice. Diesel increased 9 times, decreased 8 times, and remained unchanged twice.
Current prices are reported as follows: RON 95-III at 23,750 dong per liter; diesel at 28,170 dong per liter; and mazut at 20,020 dong.
