On the morning of May 11, during the Hanoi City People’s Council’s Second Session of the 16th term, the council approved a resolution—supported by the majority of attending delegates—defining the content and funding levels for supporting certain forces in ensuring security, maintaining public order, and performing political tasks under the Hanoi Police.
The resolution is intended to promptly encourage and support the forces directly carrying out duties to maintain political security and social order in the capital.
Eligible recipients include officers and soldiers from the investigative force, the administrative police for social order, the traffic police, the mobile police, functional departments, and police stations involved in security and order and performing political tasks under the Hanoi Police, as well as related agencies, organizations, and individuals.
Under the resolution, the city will provide a monthly allowance of 5 million VND per person for officers and soldiers from the following units:
The resolution sets out implementation principles to ensure transparency and proper targeting. If a staff member holds multiple eligible positions, they will receive only the highest single allowance.
Funding for the policy is guaranteed by the city budget.
According to the Hanoi City People’s Council, issuing the resolution aims to support police forces directly performing duties amid heavy workloads, complex task characteristics, and frequent work in high-pressure environments. It is also intended to improve the quality and effectiveness of crime prevention and control and to maintain security and public order in the capital.
The resolution further supports strengthening the Police’s capacity to perform political tasks as the city implements initiatives including digital transformation, population management, traffic order and safety, prevention of high-tech crime, anti-corruption, and ensuring security for major political and cultural events in the capital and across the country.
The resolution takes effect from May 11, 2026. At the same time, Resolution No. 38/2024/NQ-HĐND dated December 10, 2024, of the Hanoi City People’s Council regarding certain contents and levels of support for the Investigative Police, Fire and Rescue, and Rescue units under the Hanoi City Police will cease to be effective from the date the new resolution takes effect.
