On the morning of May 11, Hanoi’s City People’s Council opened its second session (a special session). Standing Vice Chairman Tran The Cuong said the council had not yet considered or approved three items, including a proposal on establishing a “Low-Emission Zone in Ring Road 1 within Hanoi.”
The other two items not presented at the session were the Investment Project for the construction of the road adjacent to the National Children’s Hospital and the Nephrology Hospital, and the city’s Resolution on policies supporting the training of doctoral researchers for the 2026–2030 period.
Tran The Cuong said the items were not brought forward because the draft resolution had not yet ensured the conditions for the information in the dossier to be submitted to the City People’s Council for review and approval. He added that the Standing Secretariat of the Hanoi Party Committee, particularly the Secretary of the City Party Committee, directed that these important contents be promptly submitted for approval.
Hanoi has not submitted for review the Low-Emission Zone proposal in Ring Road 1. Earlier, the city’s People Committee had sent a memo to the City People’s Council requesting approval of the proposal.
Under the proposal, the low-emission zone would be implemented in three phases.
Phase 1 would run from 1 July to 31 December, piloting in Hoan Kiem district, including a buffer zone and a core zone.
Buffer zone: bounded by Hang Dau, Phung Hung, Trang Thi, Hang Khay, Trang Tien, Tran Quang Khai, Tran Nhat Duat, and into the Old Quarter. In this area, cars with more than 16 seats would be banned during daily hours: 6:00–9:00 in the morning and 16:00–19:30 in the afternoon.
Core zone: includes 11 surrounding streets: Trang Tien, Hang Khay, Le Thai To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, and Ly Thai To. In the core zone, all gasoline-powered motorcycles used for business on transport-platform apps would be banned.
Gasoline motorcycles not used for business on transport-platform apps would be banned from 18:00–24:00 on Fridays, and from 6:00–24:00 on Saturdays and Sundays.
Phase 2 would expand the pilot area from 1/1/2027 to 31/12/2027 to Hoan Kiem and Cua Nam wards. The core area would include 14 surrounding streets: Nguyen Du, Han Thuyen, Tran Hung Dao, Tran Khanh Du, Tran Quang Khai, Tran Nhat Duat, Hang Dau, Cua Dong, Ly Nam De, Ton That Thiep, Dien Bien Phu, Hang Bong, Cua Nam, and Le Duan.
Phase 3 would expand the low-emission zone from 1/1/2028 to 31/12/2029 to cover the entire Ring Road 1 area, including nine wards bounded by the routes Hoang Cau, De La Thanh, O Cho Dua, Xa Dan, Dai Co Viet, Tran Khat Chan, Nguyen Khoai, Tran Khanh Dư, Tran Quang Khai, Tran Nhat Duat, Yen Phu, Nghi Tam, Au Co, An Dương Vương, Lac Long Quan, Buoi, Cau Giay.
