Hanoi Police have issued a warning after residents reported receiving messages about “soft penalties” through a fake Public Service website. Scammers use the messages to lure people into checking and paying alleged traffic violations via a counterfeit portal that mimics the official National Public Service Portal.
According to the police, the perpetrators send texts claiming there are unprocessed “soft penalty” violations and instruct recipients to access a fake National Public Service portal to review and pay the penalties. The fraudulent website reproduces the interface of the official portal to appear legitimate.
Once victims enter payment card information—such as the card number and OTP—the criminals can take control of the card and withdraw funds from the victim’s account.
The Hanoi Police Department states that there is currently no method for notifying traffic violations via text message or phone calls. Instead, the police communicate violations in writing, inviting vehicle owners, organizations, and individuals related to the case to come to the police station for processing.
If you receive a notice of a violation from authorities, Hanoi Police advise going directly to the address stated in the notice to work with the police.
For those who need to check administrative violations, the police recommend using the Traffic Police Department’s information portal at www.csgt.vn or the VNeTraffic app operated by the Traffic Police Department of the Ministry of Public Security.
