The Ho Chi Minh City People’s Committee has issued a directive to urgently organize the implementation of tasks and solutions deemed urgent to ensure two-digit economic growth in 2026. HCMC aims to achieve state budget revenue of 1,000 trillion dong in 2026; by the end of Q2 2026, revenue is targeted to exceed 500 trillion dong. The GRDP growth target for 2026 is 10% or higher with breakthrough measures to create a clear and notable shift. Capital flow and investment: accelerate disbursement of public investment, especially key projects; complete compensation, site clearance and accelerate construction of projects already started; cut, decentralize, and simplify administrative procedures and business conditions; swiftly remove procedural bottlenecks, unlock capital flow, and mobilize the maximum social investment resources; review and resolve backlog projects and idle state land to bring them into use. To celebrate the 50th anniversary of the city named after Uncle Ho, the city must complete procedures to commence major projects, including the Ho Tram urban expressway – Long Thành International Airport, the Thu Thiem – Long Thành railway line; Can Gio – Vũng Tàu sea-crossing bridge-tunnel; Bến Nhà Rồng cultural park project; Bình Tiên bridge, the Cat Lai – Phú Hữu port area link road; Thu Thiem 4 bridge; environmental improvements in the Bình Dương area; social housing projects; urban upgrading and scientific-technical infrastructure. Flood control and emission sources: in line with directives from the General Secretary, the President, Ho Chi Minh City will push measures to reduce traffic congestion, reorganize transport, and implement a policy of free buses to reduce private vehicles. Simultaneously, address flood hotspots, complete the drainage system, manage tides; urgently map relocation plans for houses along canals and near watercourses, adjusting relocation targets from 20,000 to 40,000 units, in line with urban upgrading and environmental improvements. In addition, strengthen environmental pollution control; tightly manage solid waste, wastewater, and air emissions; promote sorting, collection, and disposal with modern, environmentally friendly technology, reducing landfill rates; control emission sources and eliminate pollution hotspots; actively attract investment in waste treatment plants through waste-to-energy and recycling technologies; ensure capacity to handle solid waste in Ho Chi Minh City. Furthermore, implement decisive measures to build a 'drug-free city', preventing hotspots.
