After terminating the contract with the contractor for progress violations, Hue City is finalizing procedures to re-tender a package valued at more than 114 billion VND under the Vỹ Dạ Bridge upgrade and expansion project and the 100m connecting road to the An Vân Dương urban area. Implementation is planned for June 2026.
The Vỹ Dạ Bridge upgrade and expansion project is considered one of Hue City’s important traffic infrastructure works. Package No. 28 falls under the Green City Hue urban development program (Type II urban development) with total investment of over 2.2 trillion VND. The project is funded by an Asian Development Bank (ADB) loan and local counterpart funding.
Under the original plan, Package No. 28 began in July 2021 and was scheduled for completion in June 2024. After several extensions, the project has still not been completed due to prolonged delays.
On April 13, 2026, the Green City Hue Project Management Board under Hue City’s Finance Department decided to terminate the contract with Hoa Bình Joint Stock Company, the unit implementing Package No. 28.
According to the investor, by the end of March 2026, the disbursed value for the new package reached nearly 79.8 billion VND, equivalent to about 69.93% of the contract value, failing to meet required progress or construction commitments.
During implementation, the Green City Hue Project Management Board issued 12 notices for slow progress and four notices for substantial contract violations. The investor also repeatedly requested the contractor to increase manpower, machinery, and equipment to accelerate progress, but without results. The prolonged construction halt was cited as a serious contractual violation that affected the overall project timeline.
Hue City Finance Department officials said authorities are completing documents to re-tender Package No. 28 of the Vỹ Dạ upgrade project, the Như Ý Bridge, and the 100m road connecting areas of An Vân Dương urban area.
After terminating the old contractor, the Finance Department instructed the Green City Hue Project Management Board to promptly prepare the plan and documents to select a new contractor in June 2026.
A representative of Hue City’s Finance Department said the project is a key infrastructure work, but the extended construction time has significantly affected the overall schedule and residents’ mobility needs. The city is implementing measures to restart construction as soon as possible, aiming to complete the entire project in 2027.
