Lộc Phát Vietnam Cryptocurrency Asset Exchange Joint Stock Company (LPEX) has renamed itself to Sacom Cryptocurrency Asset Exchange Joint Stock Company (SCEX). The enterprise registration change updated on 28 April 2026 shows that LPEX has completed the procedures to rename to SCEX.
In February 2026, the company increased its charter capital from VND 6.8 billion to VND 360 billion, more than 50 times. LPEX was established on 30 September 2025 and is based in Hanoi. The legal representative is General Director Nguyen Duy Phong.
At its founding, the charter capital was VND 6.8 billion, with Dương Văn Quyết contributing 40%, Nguyễn Thị Bích Ngọc 30%, and Vũ Đại Phát 30%.
The company’s main business lines include investment advisory (excluding activities involving negotiation and settlement of financial transactions, including credit card transactions; brokerage advisory, entrusted services, and fee-based activities; excluding legal, financial, accounting, auditing, tax, and securities advisory). It also engages in real estate, land-use rights, property management, property advisory; and provides services related to digital assets, technology transfer, portals, and computer programming.
In March 2026, SCEX (formerly LPEX) was one of five enterprises evaluated by the Ministry of Finance as having a complete and valid dossier under Resolution 05/2025/NQ-CP for consideration of a license to provide crypto market services.
The Ministry of Finance will coordinate with the Ministry of Public Security and the State Bank of Vietnam to review dossiers and assess facility readiness before approving licenses for organizations meeting the conditions.
