A new peak-hour, off-peak, and normal-hour framework for Vietnam’s national power system has been issued, but it has not yet been applied. Implementation is expected to begin when the average retail electricity price is adjusted.
The Electricity Department under the Ministry of Industry and Trade issued a directive to adjust the application of peak, off-peak and normal hours for the national grid. On April 22, the Ministry issued Decision No. 963/QĐ-BCT on peak, off-peak and normal hours.
However, under point a, paragraph 1 of Article 20 of Circular 60/2025/TT-BCT on implementing electricity price, the framework is not yet applied. The delay is linked to the need to adjust the average price under Decision 14/2025/QĐ-TTg.
The Ministry said it is researching and amending relevant regulations to enable applying the framework in the 2026 dry season. In the meantime, the Ministry has issued new rules, but the time periods are not yet implemented.
Deployment will occur at the next adjustment of the average retail electricity price. To support a coordinated rollout, EVN is advised to direct electricity retailers to publicize the framework to customers, particularly those on time-of-use pricing (three-rate), to help them manage electricity consumption proactively.
The Ministry also recommended staff training and preparation of materials and equipment to update customer meters on time.
