Prime Minister Le Minh Hung has signed Directive No. 15/CT-TTg dated 23 April 2026 to launch a new emulation drive aimed at completing annual socio-economic development tasks and the five-year plan for 2026-2030, in line with the XIV National Congress resolution.
The directive is designed to implement Politburo Directive 41-CT/TW dated 26 December 2024 on strengthening the Party’s leadership over emulation and commendation in the new situation, as well as Directive No. 19/CT-TTg dated 16 July 2021 on launching the emulation movement to achieve annual socio-economic development tasks and the 2021-2025 plan.
The Prime Minister noted that, over the years, patriotism emulation and commendation have been carried out effectively, helping to foster patriotic spirit and national unity and motivating all levels, sectors and the public to overcome difficulties and achieve significant, comprehensive results. These outcomes are cited as contributing to the successful completion of the 2025 socio-economic development tasks and the 2021-2025 period.
The directive also points to breakthroughs from reforms in organizing the political system toward lean, strong and efficient governance, supported by cadres, party members and public opinion. The government said these achievements provide a foundation for the country to enter a new development era.
The government will organize emulation campaigns that are practical, effective and closely aligned with the direction and guidance provided. Ministries, agencies and provincial authorities are tasked with propagating and implementing the Party’s policies and the State’s laws on emulation and commendation, embodying Ho Chi Minh’s patriotic ideology, and strengthening leadership by Party committees and authorities—focusing on leaders’ responsibilities and the Emulation-Commendation Council at all levels.
Emulation is to be made a voluntary, regular practice to strengthen national unity and motivation to advance. Campaigns should be practical and effective, aligned with strategic objectives, including the theme of “Emulating innovation, creativity, accelerating development to usher in a strong, civilized, prosperous era” at the National Emulation Congress XI.
The directive calls for translating the XIV Party Congress directives into concrete targets for 2026-2030, including twelve national development directions, six key tasks and three breakthroughs. The stated aim is to achieve two-digit growth and support broader goals such as maintaining peace and stability, rapid and sustainable development, improved living standards, strategic autonomy and self-reliance, and progress toward a developed, high-income country by 2030 and beyond.
Content and methods of organizing emulation campaigns are to continue being innovated, using diverse formats and practical content linked to political tasks and government priorities. Emphasis is placed on private sector development, improving business quality and enhancing national competitiveness.
The directive also requires emulation to spread across all sectors and regions, including rural, remote, border and island areas, with priority given to direct workers and frontline forces. It further calls for cultivating grassroots role models and disseminating good practices, ensuring timely recognition and rewards—especially at grassroots level and in hard-to-reach areas—and continuing administrative reform in commendation processes.
The Emulation-Commendation Council’s role is to be strengthened, while the integration of science, technology and digital transformation into commendation work is to be expanded to ensure transparency and efficiency. Training for civil servants involved in emulation and commendation is to be improved, with emphasis on ethics, political resolve and public service values. Organizational capacity is to be consolidated to maintain stability, lean operation and effective nationwide implementation.
The Ministry of Internal Affairs is tasked with improving state management of emulation and commendation, finalizing the legal framework for emulation and commendation, and detailing decrees implementing the amended Emulation and Commendation Law in 2026.
The government will prepare and submit to the Prime Minister a plan to launch emulation campaigns for 2026-2030, monitor progress and report results.
Information and propaganda activities are to be broadened to widely disseminate the directive’s contents. The Ministry of Culture, Sports and Tourism, in coordination with the Central Propaganda Commission and mass mobilization groups, is instructed to direct media to publicize the directive, build consensus and celebrate achievements and exemplary individuals and collectives.
The Prime Minister also asks the Vietnam Fatherland Front and central political organizations to implement the directive effectively, reinforce the Front’s role in mobilizing all societal strata and promote social oversight. Ministers and provincial leaders are required to ensure the directive’s implementation.
