The Ministry of Home Affairs has proposed increasing the preferential stipend for revolution-era meritorious persons from 2,789,000 VND to 3,012,000 VND per month, effective July 1, 2026. The draft Decree, which replaces Decree 75/2021/NĐ-CP, sets the increase at 8% and states that the ratio between current allowances and the base level will be maintained, so the absolute stipend rises in line with the same percentage.
Based on the current base level of 2,789,000 VND, the Ministry estimates that funding for these benefits in 2026 would exceed 39.2 trillion VND. Under the plan to raise the base to 3,012,000 VND from July 1, 2026, total 2026 funding would be 40.992 trillion VND—an additional 1.729 trillion VND. For 2027, the annual increase is estimated at 3.458 trillion VND.
The Ministry said the adjustment should be aligned with broader reforms to salary schedules, social insurance, and preferential policies for meritorious persons. In 2026, the government will implement salary and social-insurance reforms and issue a decree detailing the base monthly salary and performance bonuses for civil servants and the armed forces. The base salary proposed in that reform would rise from 2,340,000 VND to 2,530,000 VND per month (about 8%).
In addition, the Ministry noted that the adjustment is intended to better support meritorious people and their families amid rising living costs, consistent with party-state policy.
Alongside the stipend increase, the draft Decree proposes the following changes:
